1. The Constitution doesn't give a specific answer other then they are chosen by the members of the House. The Speaker is the political and parliamentary leader of the House. The Speaker influences committee assignments for new members, appoints the party other leaders, rules on questions of parliamentary procedure. The Speaker of the House is behind the Vice President in lines of succession.
2. House Leadership:
1) The majority leader- usually the second ranking member of the majority party, is the party leader on the floor. Helps plan the party's legislative program.
2) The minority leader- heads and organizes the minority party, this person's influence is usually limited. If the party succeeds in the next congressional election, the minority leader could well be the next speaker
Senate Leadership:
1) Vice President- the vice president has little power, it can only cast a vote in case of a tie.
3. If the President and Vice President were impeached or died then the Speaker of the House would become President.

7. John A. Boehner resigned September 25, 2015 after 20 years as Congress and 4 years as Speaker, since he was not getting support from Republicans since that party is so divided.

10. Paul Ryan was selected chair of the House Ways and Means Committee. This Committee's responsibility it to work on the biggest economic issues facing the country, including taxes, trade, Social Security health care, and social problems.
11. A congressional committee is a legislative sub-organization in the United States Congress that handles a specific duty (rather than the general duties of congress). There are 46 committees.
12. He may not choose to take the job because you have to be on the road about a hundred days out of the year, also he already has more responsibilities that the average congressman, due to his position as chair of one of the most influential committees.
13. If I was in his position I would probably not take the position for several reasons. Paul Ryan is already have doubts about taking the position which indicates he probably does not want to do the job so he would do it half heartedly, also it weakens his chances of becoming President in the future.
14. It can be, if the President and Vice President die or get get impeached. Not to back to back, but President William Taft was speaker of the House and then went on to become President.
15. A congressional caucus is a group of members of the United States Congress that meets to pursue common legislative objects. There are 78 caucus. Committees work by they specialize in specific issues and review legislation pertaining to the those issues, caucuses however, are formed by members to provide a forum for issues or legislative agendas.
16. The House of Freedom Caucus is a congressional caucus consisting of conservative Republican members of the United States House of Representatives. The House Freedom Caucus wants a speaker that is a strong conservative.

When Kevin McCarthy withdrew from the race to replace Speaker John Boehner on Thursday, many GOP representatives looked at Paul Ryan as their only hope to reunite the party. However, that is looking unlikely, Ryan is a family man and takes his job as a dad very seriously, if he took the job of speaker it would take more time away from his young kids and wife then he would like. Even though it is unlikely, there still is a possibility that he will run.
